Office Relocation Project Plan Dubai: The Complete 12-Week Timeline

Most Dubai office moves fail on timing, not logistics. The NOC arrives late, the internet is not connected, the lift was never booked. This 12-week project plan gives every task a week, an owner, and the Dubai-specific context that generic templates leave out.

Why most office move timelines fail in Dubai

A generic "office move checklist" tells you what to do. This guide tells you when to do it, and what happens in Dubai specifically if you leave it too late.

Two tasks consistently break Dubai move timelines: the NOC process and internet connectivity. Building management teams in DIFC, DMCC, and premium mainland towers can take five to fifteen business days to approve a moving permit. Etisalat/e& and du take seven to fourteen business days to activate a new business line. If you start either of these in the final two weeks, you will miss your move date or arrive at a new office with no internet.

Use this project plan alongside the free office moving checklist . The checklist gives you the task list; this plan tells you exactly when each task needs to start.

Week 12· Decision
LeadershipConfirm new office lease or occupancy date in writing
OperationsAppoint a single project owner for the entire move
OperationsSet the target move date and communicate to all departments
FinanceAgree relocation budget and approval process
HRNotify all staff of planned relocation and rough timeline
Weeks 11–10· Scoping
OperationsAudit current office: furniture, IT equipment, storage, plants
ITList every server, switch, UPS, and cabling run that needs to move
OperationsDecide what gets moved, sold, donated, or disposed of
LegalCheck current lease for exit notice requirements and make-good obligations
OperationsRequest building rules for your current tower (move hours, lift booking)
Dubai note: Check if your current building is in a free zone, because exit procedures differ from mainland. DMCC and DIFC require a clearance letter before you can vacate.
Weeks 9–8· Procurement
OperationsRequest quotes from at least three licensed Dubai office movers
ITRequest quotes from your IT infrastructure team or a specialist IT mover
OperationsCheck mover licences: they must hold a valid DED trade licence
OperationsConfirm mover insurance covers office equipment and furniture
FinanceCompare quotes on total scope, not headline price. Check what is excluded
Week 7· NOC and Permits
OperationsSubmit NOC request to current building management (origin building)
OperationsSubmit NOC request to destination building management
OperationsBook the service lift at both buildings for move day
LegalInitiate free zone permit application if destination is DIFC, DMCC, TECOM, or Expo City
OperationsConfirm move day with chosen mover and get written booking confirmation
Dubai note: DIFC: allow 5 working days minimum for gate pass + building NOC. DMCC: apply for the DMCC moving permit first, as the building NOC is separate. Do not wait until Week 4 to start this.
Week 6· IT Planning
ITConfirm internet connectivity order for new office, allowing 10+ business days for activation
ITPlan IT cutover window: which systems go down, for how long, and in what order
ITLabel all servers, switches, and cables before packing, and photograph before disconnection
ITArrange temporary mobile data backup for move day in case connectivity is delayed
OperationsOrder furniture and fittings for new office (delivery lead times: 2–4 weeks)
Dubai note: Etisalat/e& and du can take 7 to 14 business days to activate a new office line. Order in Week 6 at the latest, not Week 2.
Week 5· Staff Comms
HRSend detailed staff communication: new address, parking, transport, and move day plan
HRConfirm staff transport arrangements to new office for Day 1
OperationsCreate a floor plan for the new office and assign desk positions
OperationsBrief department heads on their team packing responsibilities
OperationsOrder packing materials: boxes, bubble wrap, cable ties, labels
Week 4· Address Updates
LegalPrepare address change notification for DED trade licence (or free zone authority)
LegalList all contracts and vendor accounts that reference your current address
OperationsNotify couriers, suppliers, and delivery accounts of new address
MarketingUpdate Google Business Profile with new address (takes 5–7 days to verify)
ITFollow up on internet connectivity order and confirm activation date
Dubai note: DED trade licence address update requires the new tenancy contract and a Tawtheeq/Ejari registration. Free zone companies update address through their authority portal. Allow 5–10 working days.
Week 3· Pre-Packing
All staffPack personal items, non-essential files, and desk contents into labelled boxes
OperationsLabel all furniture for move, dispose of, or leave behind
ITBack up all servers and critical systems to cloud or external media
OperationsArrange disposal or donation of unwanted furniture (charities in Dubai accept office chairs and desks)
OperationsChase NOC and permit status, following up if not received in writing
Week 2· Confirmation
OperationsConfirm NOC documents received from both buildings; do not proceed without them
OperationsReconfirm move day time window with mover and both building managers
ITShut down and disconnect non-essential workstations early if agreed
HRSend Day 1 briefing to all staff: new office address, parking, first-day logistics
OperationsComplete snag inspection of new office and log any issues with the landlord in writing
Dubai note: If either NOC has not arrived by this point, call the facilities team rather than emailing. A missing NOC on move day will force a full reschedule.
Week 1· Final Prep
All staffFinish packing personal and departmental boxes, with everything boxed by end of Thursday
ITDisconnect and pack remaining IT equipment following the labelled diagram
OperationsBrief the mover team lead: floor plan, priority order of rooms, fragile items
OperationsArrange access for mover vehicles at both buildings: entry gate, security registration
OperationsPrint and laminate the floor plan for the new office and stick it at the entrance for the mover team
Move Day· Execution
Project ownerBe on-site at origin building 30 minutes before mover arrives
Project ownerDirect mover team: room order, fragile item handling, lift priority
ITSupervise IT equipment loading and be on-site at destination for unloading
Project ownerSign off each room as cleared, photographing empty spaces for lease exit evidence
ITReconnect priority systems first: internet router, server, phones, then test before declaring done
Dubai note: Most commercial Dubai towers restrict moves to 07:00–19:00 on weekdays and 08:00–14:00 on Fridays. DIFC and Downtown towers often require weekends or after-hours, so confirm the window with building management by Week 2.
Week 1 in new office· Settling
OperationsWalk every room with the mover and log any damage, then raise it with the mover within 48 hours
ITConfirm all workstations, phones, and shared drives are operational
LegalSubmit DED or free zone address update with new tenancy contract
MarketingUpdate website contact page, email signatures, and LinkedIn company page
OperationsConduct a staff feedback session, then collect issues and resolve within the first week

The four tasks that most often break Dubai move timelines

1

NOC submitted too late

Building management teams process NOC requests in their own time. Five working days is the minimum in most mainland towers, and DIFC and DMCC can take longer. Submitting in Week 7 gives you two follow-up windows before move day. Submitting in Week 2 does not. Read the full process in the office move NOC guide.

2

Internet ordered in the final fortnight

Both Etisalat/e& and du require site surveys before activating a new business line. The end-to-end activation process runs 7 to 14 business days. Order in Week 6 and follow up in Week 4.

3

IT cutover not planned separately from the physical move

Unplugging servers and plugging them back in is not IT relocation planning. You need a sequenced cutover document that covers: what goes offline, when, in what order, who reconnects it, and what the test is before declaring it done. This takes two to three planning sessions with your IT team, so start in Week 6.

4

No single project owner

When five departments each assume someone else is following up on the NOC, no one is. Appoint one person in Week 12 and make their role explicit. Every task in this plan should land on their tracker.

Condensed 6-week plan for small offices (under 20 people)

If your team is small and the move is straightforward (same district, mainland building, basic services), you can compress the timeline to six weeks. The sequence stays the same; the gaps between phases shrink.

WeekFocusMust-do this week
6Decision + ProcurementConfirm date, get mover quotes, start internet order
5NOCSubmit NOC applications to both buildings, cannot be skipped
4PrepConfirm mover, notify staff, start packing non-essentials
3Address + ITBegin DED address update, plan IT cutover, chase NOC
2PackEverything boxed, NOC documents confirmed in hand
1MoveExecute move, reconnect IT, update addresses day after

Even on a compressed plan, the NOC must go in at Week 5. Mainland buildings will often process faster than a week, but you need the buffer in case they do not. See the office moving checklist for the full task list to work through within each week.

Budgeting your office relocation: AED ranges by phase

Planning your project timeline and your budget together avoids the common problem of approving a mover in Week 8 only to find the quote exceeds the budget in Week 3.

Frequently asked questions

How far in advance should you start planning an office relocation in Dubai?

For most Dubai office moves of 10 to 100 people, 12 weeks is the recommended minimum. Free zone moves (DIFC, DMCC, TECOM) need at least 14 weeks because the permit process alone can take two to three weeks on top of the building NOC. For moves above 150 people or cross-emirate, allow 16 to 20 weeks.

What is the critical path in an office move project plan?

The critical path is the sequence of tasks that cannot be delayed without delaying the move date. For Dubai moves it typically runs: signed lease → NOC application → mover confirmed → IT cutover plan → move day. The NOC process is the most common cause of delays because building management response times vary.

Who should own the office relocation project plan?

Most companies assign a single project owner, usually the Office Manager, Facilities Manager, or a senior Operations lead, who coordinates between HR, IT, Legal, and the moving company. For moves above 50 people, a steering committee with a weekly check-in is worth adding.

What happens if the NOC is delayed in Dubai?

If your building NOC is not ready before move day, the moving company cannot bring their trucks or workers into the building. This forces a date change, which can cost AED 1,500 to 4,000 in reschedule fees. Apply for the NOC at least 10 working days before your move date, and follow up at Day 5 if you have not received confirmation.

What should be in a week-by-week office move timeline?

A solid timeline covers: Weeks 12–10 (confirm new space, appoint project owner, notify stakeholders), Weeks 9–7 (get mover quotes, apply for NOCs, start IT planning), Weeks 6–4 (confirm mover, send staff comms, order furniture), Weeks 3–1 (pack non-essentials, confirm access, brief move team), Move day (controlled handover, IT cutover, connectivity test), Week 1 in new office (defect log, update business address, settle staff).

How do you write an office relocation project plan?

Start with the move date and work backwards. Identify every task with a deadline, owner, and dependency. Dubai-specific tasks to include: NOC application, free zone permit (if applicable), building access booking, lift reservation, and address update with DED/free zone authority. Use our free office moving checklist as the task source, then assign dates and owners.
