It is not optional. Without an approved NOC, the security team at the ground floor reception of any professional Dubai commercial building will turn your movers away, even if your lease is signed, your team is packed, and your movers are standing at the door.

Documents you need to submit for the NOC
Gather these before you contact building management. Missing documents are the most common reason for NOC delays, and you cannot chase the FM team for your NOC if your mover has not given you their paperwork.
From you (the tenant)
- Signed tenancy agreement for your new office (confirms you have a destination)
- Copy of your current trade licence
- Completed building move request form (get this from FM)
- Proposed move date and time window
- Name and mobile number of your on-site move coordinator
From your moving company

Step-by-step: how to get your office move NOC in Dubai
- Confirm your move date and mover. The NOC is tied to a specific date and specific vehicles. Do not apply until both are confirmed.
- Collect documents from your mover. Request trade licence, vehicle registrations, and both insurance certificates in writing. Give them a deadline of 48 hours.
- Contact your building FM team. Email the facilities or building management team at your current building. Ask for their move request form and NOC procedure. CC your landlord or property manager.
- If you are in a free zone, submit the zone-authority permit application simultaneously. Do not wait for one before starting the other. Run both in parallel to save time.

Who is responsible: you or your mover?
This is the most common dispute in Dubai office moves and the answer is simple: the NOC is the tenant's responsibility, not the mover's.
The building management has a contract with you, not your mover. Only you can formally request permission to vacate. Your mover provides supporting documents (licence, vehicles, insurance) but the application must come from you as the tenant.

If you are moving into a new building, not just vacating, you need a NOC from both buildings: one to move out of your old premises and one to move in to your new ones. Many tenants only think of the building they are leaving.
- Outgoing building NOC: permission to remove furniture and equipment from your current premises.
- Incoming building NOC: permission for the moving crew to enter the new building and use the service lift.

5 things that speed up your NOC approval
- Apply early. Submit at least 10 working days before your move date, not two. FM teams process multiple requests and first-come gets the lift slot.
- Attach everything in one email. Incomplete submissions go to the back of the queue. Send all documents in the first email, clearly labelled.
- Choose off-peak move windows. Buildings prefer after-hours or weekend moves. Requesting a Monday 9am slot often gets pushback, while Friday night is approved the same day.
